UniversCity TV est un groupement international d'artistes, où le travail de chacun, malgré les différences formelles et les diversités des techniques, pose la question des relations possibles entre l'"artiste" et les "autres", voire la participation d'un public à une production créative.
Depuis 1990, ses membres développent des projets communs en utilisant des outils créés par l'industrie de la communication (télévision, téléphone, radio, minitel, visiophone, internet, etc..) pour s'interroger sur leur relation à " l'autre ".
Beaucoup d'entre eux se sont intéressés à ces outils qui n'offrent aucune résistance et dont la finalité est à priori purement commerciale, mais très peu ont pu les mettre en pratique ; le coût d'installation d'un réseau télématique et télévisuel n'est pas à la portée de ce que l'on nomme un particulier. C'est une des raisons pour lesquelles le réseau UniversCity TV s'est mis en place en Europe et ailleurs : se servir des outils de "communication" et créer des événements, qui sont ouverts à un public extérieur au domaine de l'art, "autour de l'apprentissage réciproque, de la synergie des compétences, de l'imagination et de l'intelligence collective" .

Peut-être que le réseau comme outil, qui découle de cette problématique, nous permettra de travailler en synergie avec un public. Cela nous parait possible avec la mise en place d'une structure favorisant des liaisons entre plusieurs groupes ou individus, qui de par leur éloignement géographique, social et de par leur potentiel expressif, possèdent des systèmes de représentations et d'énonciation différentes.

Si la nécessité, d'impliquer le public dans la production de l'artiste, ressurgit aujourd'hui, apparaissant même dans les discours officiels comme une volonté de remédier à un déficit d'échange entre le secteur artistique et la culture vivante, c'est qu'elle doit excéder le domaine artistique et s'insérer dans un système économique et social.

4 PONTON EUROPEAN MEDIA LAB

Ponton European Media Art Lab is a private research institute. Artists, scientists and technicians are working together on socio-cultural projects for tomorrows interactive world ranging fro interactive TV to 3D user interfaces for networks. The focus of our interest is on telematic culture and the resulting new forms of people to people communication. Ponton's projects are often a work in progress. Prototypes are realised and developed in a process of simultaneous use. The resulting experiences allow to understand individual representations in the information society.
For us technology is not a means by itself. It is only a transport medium for communication in electronic public space. The center of our research is people.
Large scale media experiments like Piazza virtuale on documenta 9 as 100 days of interactive TV across Europe and Piazza virtuale in Japan proved our approach to be right and are now widely being recognised. In 1993 Ponton received the Deutsche Medienkunstpreis of Zentrums für Kunst und Medientechnologie (ZKM) and the Siemens Kulturprogramms for our work in the field of interactive media.

With support of the Ministry of Sciene and Culture (MWK) in Lower Sachsony Ponton started an institute for interactive media in Podbipark, the former Bahlsen factory. A mixed team developes new concepts and prototypes of formats for interactive media. User interface design, development of applications and networks, digital TV, hard- and software development as well as real TV transmissions are the range of our work.

JVJ Media Project is a project for young people through young people. They learn to make short documentarys with computueranimation and audiovisual media. This about items concerning young people, chosen by themselves. So they learn to visualize their own ideas and opinions. This to create a local, a national but also an international network. So people from different countrys can communicate with each other just by sharing images. To avoid the problem of a spoken language. But that they can understand each other by a visual language. Maybe it is possible to do a project with different young people from different countrys to create a project together. To make an international visual documentary about a certain subject. One country starts with drawing the first part and other people can interact by drawing an other part and to adjust it. So you can make a visual story. This can be a life interaction. 7 UNI TV GENEVE

UNI TV MOBIL UNIT PROJECT The basic concept is to have 3 bus moving in europe and connecting itsselves periodicaly.
To create an open system using high technology in specific situations where this technology is not evident. It's means to use the interactive tool in a contradictory manner.
To open a virtual window in the expression of minorities folklore. It's to compare similar situations which are culturaly treated in differents ways finding paradoxal solutions.
Example: Military barracks buildings exists all over Europe, it' is enclose live situations wich the interactive tv tool can open. The 3 mobil units can be connected together to face those hidden stories More the situation suffers restrictions inthe level of communication and exchanges, more the interaction find a sense. Those hidden and private situations must necessary, it's a question of survival, to be firstable collate between them and also toward users of this interactive tool. The mean of media buses is a way to discover as a field of research the otherness every where is desappear.

OUR ACTIVITY We are a fine arts school specialized in multimedia video tapes (association of video, computer images, animation, photography, painting,...) Since 1992, this training includes an interactive program. In fact, we try to find new ways of practice and diffusion for video art: First of all, we would like to build during the next school year (from october to june) an interactive exchange with other art schools or structures outside of France associated with the fine art schools of Lyon, Caen and Nantes also. I think that the reflexion about an iconographic language to simplify the exchanges on the network is essential and I am personnally interested in this problematic. So I would like to introduce this thematic into my teaching.

  • EQUIPMENT:  Several APPLE and AMIGA computers.
Several graphic, photographic and animation (2D and 3D) softwrares.
Graphic and videographic cards (NU-VISTA PLUS from TRUEVISION).
One of our Macintosh is equipped with ISDN card called PLANET from EURONIS. Associated to the Panet card we have several communication softwares which manage the exchanges.
We have also a V-LAN System which offers the possibility to send an animation realized on Mac or Amiga to a videotape (Betacam or S-VHS or U-Matic). VIDEO 1 BETACAM-SP editing board, 1 U-MATIC editing board, 1 S-VHS editing board, 3 video film units, 1 cyclo studio, 1 sound studio (analogic and digital).

 

9 FRAUEN UND TECHNIK

The Institut frauen.und.technik was founded January 1992 by ten women working together on the theoratical means of new technologies especially in the context of art.We started this group in order two find practical approaches in the work with technich and its social meaning and relevance. Short history.

The first project we realized was in the context of an exhibition of several students of the Hochschule fuer bildende Kunst Hamburg, sponsored and exhibited by the Comagny British Petrol. We called it our "Promotion Party" and made a small booklet describing our aims and interests in different forms(for examples graphics and photos). In addition to that we were promoting ourselves personally by wearing BP-Overalls with our own Logo on it. We were giving presents like lighters and pencils two the visitors of the Vernissage, also with our groupname on it.The audience was given a flyer were 10 questions were listed, which they could ask us. The next bigger project we made was the Piazztta Hamburg. Here we did the PENISNEIDSPIELE (envy-of-penis-games).We chose this provocative title and topic in order to throw words and thesis in the TV arena to see the reactions andto find out in what way it is possible to get a concentration on a given content. Everything we did as Piazzetta Hamburg was related to the title in various ways. As we had different conceptions of work ? there were two groups of frauen.und.technik working parallel in the same studio under the same title. After the work as Piazzetta Hamburg frauen.und.technik decided not to work together anylonger; and as a consequent way of finishing this group work? we decided to sell our name. We put announcement in different newspapers and magazines saying that a prominent group of female artists is selling their well-known name and asking for any kind of offer. In fact we havent sold it yet? but we still wait for some interesting deal. Four members of frauen.und.technik went on working with the same ideas and concept and founded the group -Innenat the end of last year.At the moment we work on "Narzism in the media; examplified with TV"; We will do an interactive local Television project on this next year. As an research on this topic we prepared a lecture/performance we did the first time in Stuttgart in the galerie Kunstitut e.V.on the 8th of june this year. Again we are using theoratical and scientific material and mix it up with very subjective interpretations on expressions and theories.

 

10 ART TECHNOLOGY INSTITUT MOSCOW

1 Introduction

The Art Technology Institut Moscow was founded in July 1992 by a group of muscovite artist, art critics and the swiss-american Mike Hentz (professor at the University of Art, Hamburg and originator of Ponton European Media Art Lab).He has active contacts with the Russian art scene since several years. On the way of repeated cooperation between Russia and the Western-Europe area, the Institut was founded in order to propose to russian artists and technicians a interdisciplinary place where they can have the opportunity to meet and train with todays technology. The Institut is registered as a non-profit making and cultural association in Moscow and is located in the building of the Moscow Center of Contemporary Art. The aim of the institut is also to become in two years time, a school recognized by the russian Ministry of Education in order to keep the Institut in the educational field. Since this project will be open to the public (e.g. radio and television) it would be a profitable way to take part in this undertaking, especially as the rails must be put towards the East in order to train and to get accustomed the specialist to the corresponding- in this case to "your"- technic over there. At the same time you get forward in your marketing-interest:it is not only that you are getting a low budget marketing-campaign and so keep care for the popularity of your trade name in the Eastern countries, it is also that you are leading the people to your technic and eventually you have done a big step in introducing your products there. It would be nice if you could arrange a form of cooperation - sponsoring on different levels or collaboration. In order to be operational very quickly the Institut, in colaboration with other structures, will be the co-organiser and host of the 1st NEW MEDIA ART LAB MOSCOW (January to September 1994). At this time in Russia there is very little practicle and theoratical information available to the public about the media arts. As well funding projects involving new technologies is extremely difficult and expensive. The technology being used in Russia now is often outdated and the acquisition of new equipement must be done outside Russia, increasing the costs because of transportation and custons fees. Trough an ongoing project, public seminar series dealing with four division of the media arts -sound, video, computer and multimedia- the organizational team listed below hopes to allow development in the media arts. The workshop will be an eight month practical and theoratical experience with the subsequent goal of a dual russian new media art and international media art exhibition. A series of historical and philosophical lectures by international media arts specialists made open to the public will be held at the Contemporary Art Center Moscow. In the same building, in the Art Technology Institut, practical workshops will be coordinated by an international team for a democratically selected group of russian artists. These workshops will provide artist with a working space and acces to all the technological hardware necessary for them to develop their skills in one of the aforementioned divisions. All work space , use, and maintenance of harware will come cost free to the artist for the duration of the workshops. This group will consist of 20-25 artists selected by an extended board of the Soros Fundation, the Art Technolgy Institut and the Contemporary Art Center Moscow. These artist will apply to this board through December 1993. The application will consist of a resume, including documentation of any previous media art work and a project proposal to develop during the Lab.

This festival is divided in 5 main workshops:
  • Sound:  recording, soun-mixing, radio technics, soudtrack-editing, computer generated sound technics.
  • Video: recording, camera-conducting, editing, vision-mixing, live TV technic, computer and video.
  • Computer:  graphics,3D animation, video, programming, network and mail boxes
  • Multimedia:  installations, multimedia in theatre, performance, etc., computer-appliance, network, television, interactivity, recording.
  • Television and Radio: production of live events.(main event september 94)

The workshops are accessible to the public. The worshop-leaders are competent and appreciated expert they are also assistant and mediators of the technical and practical applications.. During the meetings the exchange of information and know-how between russians and international guests will be the main intention. In all areas of the worshops the interdisciplinary will be furthered so that theory and practice are in very good relation. The main event will contain the presentation of 7 russian projects wich have been realised and produced during the workshops (7months). Furthermore there will be 1 television project in collaboration with the russian television, 1 radio project and 1 international project. The festival is supported by the Soros Foundation (from New York with a lot of branches in the eastern countries), by the russian Ministry of Art (Mr Bajanov), by the Galery Skola (Ira Piganova), by the Universcity TV Network (Eureka Label),by the University of Art of Hamburg, and the European Media Art Network. Further support is searched and negotiated at the European Community (Kaleidoscope programm), ARTE (european culture channel), culture offices in Frankfurt, Hamburg and Geneva, National Endowment of Arts in the USA and the swiss Ministry of the Arts. Beside the russians partners and the Center of Contemporary Art Moscow, the participants and the workshop leaders from USA, France, Switzerland, Italy, Germany, England and Austria have been contacted and invited. The respective international culture instiutes (e.g. Goethe Institut) are interested. The russian television will support coproductions and is planning to produce a transmission together with the festival during a week. The russian industry and science people are meant to participate in the worshops by the invitation of russian institutions and Universities wich work especially in the area of media (medicine, space research, television and telecommunication). Although there are many organization within Russia willing to give time and energy to this project, funding is needed to import specialist from western Europe, Asia and the Americas. Equally important are the acquisition of technological hardware, mainly computers, sound, television and video equipment. Technological support is essential to allow the much needed Western theorical and practical exchange of knowledge. 

2 History

There has already been a prototype of this project within the framework of the Special Project of the Documenta IX, VAN GOGH TV' s PIAZZA VIRTUALE (1992). A satellite connection from Moscow to Kassel was prepared and broadcast live 3 days from there on the 3SAT satellite channel. The project involved artists, theater people, actors, musiciens, critics, translators, television people, film makers and technicians. The consequence of the integration of various galeries and the Center of Contemporary Art Moscow is the wish to support similar projects in the future. Persons involved: Kyrill Preobasinsky, Boris Juchananov, Art Mif, Sergueij Shutov, Pirate TV Petersburg, Juris Lesnik, Victor Missiano, Olga Sviliboda, Juri Lederman, the brothers Aleinikof and many other personalities. Since 1989 ther have been participation, events and cooperation in form of:

Van Gogh TV programme (1989) on 3SAT from the Ars Electronica (with reports about the russsian art scene with the active participation of two russian artist in Linz).
Summer festival Amsterdam (1990) Van Gogh TV programme in Dutch cable TV, participation of a russian artist and a russian technician.
No Budget Film Festival Hamburg (1992)
University of Kassel workshop and film presentation (Juris Lesnikand Kyrill Preobasinsky, 1992 ).

3 Moscow new media art lab project commitee

The New media Art Lab project Committee is responsible for developing and realizing the russian and the international programme. 11 STATION MIR

Station Mir (Multimedia-Interactive- Research), a multimedia laboratory for research, creative and educational activities in the French town of Caen. For the operation of the station lead by the artistic collective Trance Femel Co (anagram of the French Telecom), the following notions are of key importance: exchange, network, reciprocal connections, communications, intermedia. With a constant search and testing of new interactive media possibilities the collective's desire was to enable easier access to media also for other artists and thus encourage reciprocal exchange. Influenced by two of their members, David Dronet and Stephan Zanini (who were interested especially in the dialectics of communication and interactivity and their tools, which happens to represent also the medium of their artistic practice) they established Station Mir in 1995. The station operates as a satellite, a transmitter and receiver of multimedia research and production. This flexible research and production centre is today an irreplaceable link of the contemporary media and artistic scene in France.
